Article eleventhThe individual economy of urban and rural workers operating within the limits prescribed by law, is a complement to the socialist public ownership economy. The state protects the lawful rights and interests of the individual economy.State administrative management, guidance, help and supervise the individual economy.

The first constitution eleventh increase stipulates: "the state permits the private economy to exist and develop within the limits prescribed by law. The private economy is a complement to the socialist public ownership economy. The state protects the lawful rights and interests of the private economy, implement the guidance, supervision and management of the private sector of the economy."

Tenth of the city's land belongs to the state.

Land in the rural areas and the outskirts of the city, as stipulated by relevant laws other than those owned by the state, all belonging to the collective; house sites and private plots, remain mountain oneself, also belong to the collective.

Countries in need of public interest, may requisition land for its use in accordance with the law.

No organization or individual may encroach upon, the sale, lease or other forms of illegal transfer of land.

All organizations and individuals using land must make.

Article second article tenth paragraph fourth : "no organization or individual may encroach upon, the sale, lease or other forms of illegal transfer of land." Is amended as: "no organization or individual may encroach upon, the sale or other forms of illegal transfer of land. The right to the use of land may be transferred according to law."
