Legal advice: how to understand the fiftieth regulations referred to in paragraph 1 misled the public about the implementation of the Trademark Law

The problem:
   "Regulations" the provisions of paragraph 1: "the implementation of the trademark law in the same kind of goods or similar goods, will and other registration marks of identical or similar trademarks as the name of a commodity or commodity decoration use, to mislead the public," belongs to the "trademark law" article fifty-second (five) of the said trademark infringement behavior.
   How to understand "misled the public"?
 
Personal views:
   "Misled the public" here refers to the assignment, the commodity distribution, users, consumers and other related units, personnel, mistakenly believe that the use of the logo merchandise, is the legitimate label registered trademark goods; or mistakenly believe that the use of the logo merchandise, or the goods production operator, has a business relationship with related to the registered trademark owner.
